There is nothing harder to change than organisational culture. It is embedded in the psychological contract that grows with an organisation. One way it emerges is through staff modelling the behaviours they see.  If those behaviours create a climate where staff fear to speak up, issues often go underground. But they still have consequences, staff go off sick, individuals and teams stop talking to each other and productivity nosedives.
